I had the same problem with the missing launcher, but when I made the fake launcher, then clicked check for update, it works perfectly fine for me, no problems at all, no missing DLCs. I tried running a repair on the game from the client but it didn't solve anything. So, the overall problem of getting this game working in its entirety is still unsolved for at least one of us.
When I try to load an old save from years ago (I had the game and both DLC working just fine then) it says there's missing DLCs: both Pinnacle Station and Bring Down the Sky. However, when I go into Options and Downloadable Content there is nothing showing, no Bring Down the Sky or Pinnacle Station. I can access the game without being asked for any registration codes as expected after the update.

Okay, so after I downloaded BDtS, after I created the fake MassEffectLauncher.exe, after I installed BDtS, after I right clicked on Mass Effect in the Origin client and clicked on "Check for Update" - I'm still having problems.
